This update closes the public maintenance loop for the home cloud animation and project records, so the visible recent updates match what was actually shipped.
## Changes
- Morning, Day, Dusk, and Night now use cloudless base images with independent cloud layers.
- Clouds drift slowly in one main wind direction with staggered timing, plus reduced-motion, pause-on-hidden, and small-screen fallbacks.
- Local previews still support `?wallpaper=morning`, `?wallpaper=day`, `?wallpaper=dusk`, and `?wallpaper=night`.
- README, PROJECT_CONTEXT, CHANGELOG, and the project Skill were brought back in sync.
- This trilingual `site-updates` article and the local fallback recent-update list were added so the home update date comes from a real update record.
